Thanks for confirming that the problem is not present in newer systemd versions.

FWIW, there is a backport of 230-7 in jessie-backports, this might be
useful too, depending on your feelings towards backports.

I'm not aware of it. But, you can slow your qemu process: do not
enable kvm, and run inside a cgroup with a low cpuquota (eg, via the
CPUQuota= attribute if running in a systemd unit).
