This is not a big problem to manually change the brightness (when the on screen bar is empty/full, one gets a new one for the additional levels) but it means that dimming the display is not so nice as it uses the current 7 levels (it would also be great if the dimming level was configurable). xfpm only picks what hal gives it, so you have to ask there. Ah. On closer inspection, the module thinkpad_acpi was adding /sys/devices/virtual/backlight/thinkpad_screen which was repoting the wrong number of brightness levels. Blacklisting this module fixes the issue.
