Circular dependency of menu entries between KService and Plasma Workspace

In Frameworks KService, the file src/applications.menu depends on *.directory files of Plasma Workspace. But Frameworks is already a dependency of Plasma Workspace. This caused a circular dependency and should be avoided. It is blocking https://phabricator.kde.org/D24423 -- Guo Yunhe /
