Thanks for doing this, the kcm_useraccounts has long needed to be replaced.
It was a longstanding todo item to replace it with user-manager which
I've by coincidence just done tonight by using KEMailSettings as well
as accountsservice.
user-manager does much of what you have implemented in your r

For Plasma 5.2 the translations for the docs didn't get branched. I've
added a note to the release scripts to poke the translators for both
messages and docsmessages to be branched. Apparently this has to be done
manually, sucks to be a translator admin I guess.

Hola, you bumped the soversion of libksysguard twice in the 5.3 development
cycle, there's no need to do that, if you break ABI multiple times in a
cycle that's fine to only change the soname once. Leave it as is for now
but hopefully that eases the pain of developing libraries a fraction.
