Arch / Locale packaging issue.

I'm having some trouble packaging trac-0.12. The current spec compiles, but the languages files are not generated properly. If I remove BuildArch: noarch, everything builds and runs fine but it doesn't seem that trac should be architecture specific just because of some locale files. What is the
