It took me some effort to get PLplot to actually use Shapelib, but I followed
the following steps:
1. Extract shapelib-1.3.0.zip to "C:\"
2. Copy CMakeLists.txt from PLPlot's directory
"\plplot-trunk\cmake\build_projects\shapelib" to "C:\shapelib-1.3.0"
3. Executed:
cmake C:\shapelib-1.3.0 -G
