I have just (commit 26bc4bf) completed a large update to our release
notes (README.release) based on reading through all the ~400 commit
messages for this release.  From my perspective these notes are
ready for our release except for the one section on my large
documentation upgrade which is still work in progress.

Please review these notes carefully in case I made any obvious errors
when summarizing the major developments for this release.  Especially,
please make sure my description of your work is present and correct
because it will be too late to complain about that after the release.
