I have committed the plarc implementation to svn as revision 10197, along with updates to the C and OCaml versions of example 3 using plarc for the polar grid in that example. Please test away!
The Cairo device currently has support for device-level arcs (both filled and outlined) on non-rotated surfaces. All other cases and other devices use a plline/plfill-based fallback. See cairo.c or email me or the list for information on how to add device-level arc support to other plot drivers. The process should be fairly straightforward. I am moving soon and will likely be in and out of contact for a week or so. I hope to commit the custom axis labeling changes before the move, though that may end up being just after.
