or at discounted rate with laptop.
Earlier today I saw that one of the HP laptops provide free data card, but
to keep costs down they ship with FreeDOS.
Obviously options are to install Linux or Windows.

And I fully agree with you that government should not spend public money for
purchasing MS Office Licenses when Open Office is available for free.
