Off the cuff, LDAP is what comes to mind.  Pls. let us know if you find 
something else.

 I am looking for something that can be deployed on a
 website. I think with LDAP it can be done, but it is
 exceeding complex for a simple requirement.

Assuming LDAP is the only option, are there web hosting companies that 
provide such a feature i.e. directory service in their low cost 
packages?

zyb.com provides a service along these lines. On a basic level, CSV is a
format that is accepted by a lot of phones I hear

Browsing the ubuntu packages via synaptic, came across packages 
addresses.framework,
addresses-goodies-for-gnustep,
addressmanager.app
addressview.framework

The goodies package has an addressbook server - these might provide the 
functionality the OP was looking for.
