.ir format using learned codes from IR Blaster / IR Learning. IR
Learning seems to create RAW_CODES data which is totally different from
the hexadecimal codes in the files.

Actually, as the thread discussed, it seems that debugging flag will not
show codes for many types of IR signals. In this case the Sony remote
does not generate JVC-compatible codes. From that point I have no idea
what else to do except for hacking the IR Blaster software myself.

I am afraid that's what you need to do. I've just tried with a Sony
remote myself and I also got nothing.
If you look at the IR Blaster code, check out the part used for either
IR Learning or IR Repeating. All you need is in function
switchIRRepeaterStatus().

The icons are ASCII, indeed - 40 pixel wide, 32 pixel high, you can add
new icons at the end of the @Icons array.
If you look at the %Iconmap hash, you can see the official Weather.Com
