I don't recommend the Triode plugin, it's unsupported and outdated. Playlist updates there have been problematic for a year or so now. I would recommend to use Logitech's MySB implementation with the Spotify protocol handler plugin. But really, read one of the Spotify threads on it, please ---

And some more information. I just installed 7.8 (1487060116 @ Sat Feb 18 03:04:41 CUT 2017), and dynamic playlists correctly appears under the M mixer icon in the WebUI for the Playlist menu. So it appears it's something in 7.9 that breaks this behavior of Erland's plugins.
