I have been investigating different ways of traffic accounting and
have looked at pmacct quite a bit, but have not installed it yet. My
theory is to install pmacct on a machine with one network interface.
It is a Debian Linux machine. I have five virtual machines running on
the machine.

In addition to what Brent correctly said you might want to double
check whether you have development kit for MySQL installed at all
(libraries and headers). A chance can be you have got installed
only, say, MySQL client, server and tools.
