The problem was something else : I have configured a tmp directory
for images that was not created !

In my opinion the problem is just in config.ini

Thanks for your advices on the windows installation, the trouble was
indeed the gettext built in the php installation kit.
Well, now I am on my real server : a linux one running under
Mandriva 2006.
Some specifications :
