Thanks Armin for the suggestion. In fact, simply adding the
extension=php_mapscript.so
line to
/etc/php4/apache2/php.ini
Appears to solve the problem. It is a workaround, so I believe this should be
fixed at a lower level anyway, but for now that's it.

I don't think this problem is specifically related to pmapper. It looks
like a low level problem of Mapscript. Have you tried to run the same
requests with the same layers via the CGI or shp2img?
