you would need to follow the instructions as described in the docs,
especially the quick install guide (if you do not want to use the debian
packages).

If you change default parameters on Debian then you need to read the
installation instruction, at least the quick install. And you have to
know how to set up file permissions correctly on Unix, etc. I have some
slight doubt however that you do not get any error message (neither PHP
nor JS).
