This is really strange, I gave full permissions to the mapfile and
made sure its is accessible through http (see below). But still
globals.php script is throwing this exception. Any suggestions?

Is there pmapper administrative interface that an administrator can use to
upload shape files and it will automatically be displayed for clients to
view them?
