Site/Preferences seems to have no effect in pmwiki.org and also a
local installation I tried.
Can someone confirm this?

RTFM (PmWiki/SitePreferences) helped - pmwiki.org and the distribution
out of the box don't have the required
XLPage('prefs', Site.Preferences);
entry in one of the config files.
