POE and Activestate perlapp fail on MacOSX

Folks- I’m running Yosemite (MacOSX 10.10.5) on a MacPro (Mid 2010) and am trying to use ActiveState’s perlapp to create an executable perl script. I have been successful in creating some perl scripts that don’t use POE, however when I try a script using POE, I get the following error:
