Cami, thanks for the replay. Indeed , that seems to be the problem.
Two days ago I change the place for the policyd restrictions and it
start to work. Now is under surveillance. Once again.. Thank you

I discovered my problem. I should add to my main.cf these settings:
smtpd_end_of_data_restrictions = check_policy_service inet:127.0.0.1:10031
And after that my limits start working!
