The "net speed" is mostly just a relative measure of how many requests are 
appropriate.  Set it to 10Mbit instead of 1Mbit and you get 10x more requests 
(generally).

Right now a server at 1000Mbit already gets ~300 times more traffic than a 
server with the default 3Mbit setting, so I'm not sure it's a good idea to make 
a new 10Gbit setting just yet.  :-)
