Poptop updated to latest stable version, noipparam and logwtmp do not
work on *BSD and they have been disabled in development version.
Please use patch -E to apply this diff.
Tested @amd64 and @i386.

This diff updates Poptop and enables GRE at run time,
@sysctl net.inet.gre.allow=1
is no more needed.

A little fix to poptop, pptpctrl do not core dumps
any more if run without parameters, maintainer changed
and confirmed some weeks ago by the old maintainer:

Last week I exchanged a few emails with Craig and he asks me
if I would
become
the net/poptop maintainer; if Craig confirms, the diff attached will
change the maintainer email.
This is good with me. I'm no longer actively using PoPToP.

I have updated poptop to 1.3 version, I have also chainged the maintainer
to myself; I have asked the old maintainer and he said it's ok.
I modified the diff file to include another patch (there was an strcpy
call in configfile.c).
Tested on i386
