Plumbing for upcoming ffx 30:

- bump nspr dependency to 4.10.6.
- remove libIDL BDEP, not needed anymore
- add a gtk3 FLAVOR for firefox only, provided as a tech preview. Not
everything works, it's in pretty good shape, but not considered ready
yet upstream. You have been warned! Note this also needs to be built
with system-cairo.
- shuffle LDEP/WANTLIB around for gtk3 FLAVOR.

I've taken care of the ones which are in packages that aren't
named p5-* (there are also non-empty .bs files in graphics/makehuman
but these aren't perl-related).

www/p5-HTML-Emberl is the only p5-* port which has a .bs file which
is not empty.

belongs into? Users might have to create this file from scratch.

As far as i understand, all settings go under the [Settings] 
ini section no?
