Adding a major bump to poppler-cpp, because
time_type detail::convert_date(const char *date)
had been removed. Nothing external should use it, but you never
know...

* Synced mglocker/irssi-icb with ailin-nemui/irssi-icb.
* Applied both our ports patches to mglocker/irssi-icb.
* Bumped version to 0.17 for mglocker/irssi-icb.
