Hello all,
this updates news/tin to 1.8.3. This is a very minor update - the most
important change is the integration of one of 'our' patches (by
Christian Weisgerber), patches/patch-src_tcurses_c. So, in addition to
this patch, remove patches/patch-src_tcurses_c.

Okay, here goes...
The following diff solves every problem I am aware of; however, since
steven pointed out that the port might not work properly on sparc64,
testing on that platform is especially appreciated.

iirc this version gave me some regressions on sparc64 when i tried it
months ago.
