One other option if they really don't want to upgrade their 9.6 to 2.4.0alpha
or you really don't want to provide 2.4.0alpha on 9.6.
I don't think we removed any functions in the .so/.dll files only added new
ones. So
1) You provide a PostGIS 2.4.0alpha for PostgreSQL 10
2) They make a copy
