#4786: Empty changesets are savable - trigger the save button to be active

 Potlatch2 allows and encourages (by showing an active save button) to
 save empty changesets.

 steps to reproduce:
 1. create a new node by double clicking
 2. delete the node
 or
 1. start a way by single clicking into the map.
 2. hit + on keyboard to add tags, enter key and value, finish with enter.
 plus
 3. save is active although nothing will be saved. The sent changeset
 contains only changeset-related tags but no nodes or ways or whatever.

 It can be confusing ( e.g. see
 https://help.openstreetmap.org/questions/19996/bearbeitungen-erscheinen-
 nicht-in-der-liste-meiner-anderungen ) that something is claimed to be
 saved although in reality nothing is saved - just a changeset is opened.

 Possible solution: the Save button should not be active if there would be
 nothing in the changeset after clicking the save button.

#4787: revert direction: no support for direction depending tags

 There is no warning nor automatically changing of tags when reverting a
 way for:
 * `oneway=yes`
 * `*=left/right,forward/backward,up/down`
 * `*:left/right*=*`
 * `waterway=*`,`barrier=retaining_wall;cliff`

 and there might be some more.

 This distroys data and the user might not even know about it as many tags
 are not displayed by default.

 Have a look at [http://www.openstreetmap.org/browse/changeset/10512247
 this changeset] as one example.
