Sounds like a flag that won't reset or possibly a corrupted database
issue. Have you tried the various utilities available when starting up
Powermail? (rebuild database, rebuild indices,...)

Message Immediately", than close and restart PowerMail.
There are times when mac.com is not working right, when messages stay in the
Out Tray and sometimes get stuck there - Waiting. I have sometimes Trashed the
message and created and sent a new one, but PowerMail remembers the old one and
still wants to send it even though it's no longer in the Out
