Subject: [EXTERNAL] [Powernet] Annual Radiation Protection Review Question-
Benchmark

I am examining how we conduct and complete our site's annual Radiation
Protection Review as required by 10 CFR 20 subpart B 20.1101 RP Programs (c). I
have seen these reviews performed in various ways over the years and am curious
how other utilities are conducting them, what type of procedural guidance you
use, and whether you have a standard template for the review. If you can and
are willing I would be interested in obtaining copies of your procedural
guidance, perhaps one of your reports, and assessment templates that I will not
distribute or share externally.

1. Do you have special planned assessment templates that cover each of the
subparts?
2. Do you do a complete (all aspects) program review annually?
3. Do you use the allowance from 10 CFR 20 Q question 118, that permits the
review not to cover all subparts as long as all aspects are covered over a 2-3
year review cycle?
4. Do you conduct your reviews using a combination of inputs? (e.g. NRC
inspection results, QA inspections, INPO assessments, internal self-assessment
and benchmarks, department performance assessments, and so on) This is how we
do ours.

Our QA department asked us how other utilities conduct their annual reviews and
if the whole program isn't reviewed annual, how do we ensure that all aspects
are covered over the 2-3 year review cycle.

Just a couple quick questions if anybody has any information they are willing
to share.

1) What contingency process does your station have in place for protected
area egress in cases of total power loss to your exit portal monitors at your
gatehouse(s)?
a. Do you have battery backup or generator sources of power?
b. Do you source check the portals daily?
c. Do you take credit for them in your RP program?
2) Broad benchmark of internal dosimetry programs/whole body counting.
Any procedures you have related to dose assignment within your RP program if
you are willing to share.
