[Powernet] Field RP instrument tamper seals question - Thanks

2019-04-11 Thread Tom Meek via Powernet
I want to thank all the folks who promptly responded to the above question.

There were 17 responses. The results are as follows

17 responded that they do not use tamper seals on RP field instruments

Good feedback on application of standards and why seals are not required
were received.

Thanks and regards

[Powernet] RP field instrument tamper seals

2019-04-09 Thread Tom Meek via Powernet
I have a question regarding tamper resistant seals for calibration on RP
meters. A QA audit made a SFR (supplier finding report) at an instrument
calibration facility stating vendor should be placing these seals on our RP
meters.

The cited standard is ANSI Z540:1994 Section 11.5, but after some discussion
we agreed that this only applies to lab standards. He also cited ISO
17025:2017 Section 6.4.12 which states "the laboratory shall take practical
measures to prevent unintended adjustments of equipment from invalidating
results." The auditor said that industry interprets this as requiring
tamper seals, but also said that complying with the ISO standard was a
matter of lab certification only (not a regulatory requirement).

Does any site require tamper resistant seals on RP field instruments? Yes
No

If yes how do you handle routine battery and/or desiccant replacement?

What do you do if a seal is found broken or missing. In short, would the
event be entered into the corrective action system?

Do you rely on your source check and zero check of the instrument to
"validate" its calibration in lieu of the tamper seal?

Thanks in advance

Re: [Powernet] Dry Cask Welding

2018-08-03 Thread Tom Meek via Powernet
Trojan had to do some manual welding but I can't remember the details, that
was about 18 years ago! I believe we used some local shielding for manual
grinding and touch up welding.

Sorry I can't help more.

Checking to see if there is any experience out there for manually welding
the closure rings on a HOLTEC MPC. Both our primary and backup AWS weld
heads have failed and we are all stop until repairs can be made. The
closure rings have been installed, fit up, and tacked and the cross seam
welds have been made. The inner and outer circumferential welds remain.
These can be welded using the AWS for 15 to 20 mrem. Initial estimates for
manual welding are 200 to 400 mrem.

Note that I am not seriously considering allow this to proceed due to dose
concerns. Just doing due diligence to see if there is any experience in the
industry for manually welding the closure rings and what dose reduction
techniques were deployed.

Re: [Powernet] Pilgrim rad release criteria

2018-04-12 Thread Tom Meek via Powernet
The selection of even lower levels of clean up standards for each site/state is
another example of how the linear threshold/ALARA concept results in
unnecessary cost to the public and risk from moving large quantities of low
level radioactive material across country.
I’m proud that Oregon applied reason and used the NRC standard for clean up of
Trojan.
