[NF] Can you reasonably manage a 500 user list using outlook?

So I did some research and came up with Mail List Controller as a bulk email program. http://www.arclab.com/products/amlc/ The client is saying he wants to do it in Outlook. I've told him that managing a 500 user list in Outlook is going to be a pain in the ass. Has anyone done that before?
