I have been using ghostscript and the haru-pdf (hpdf) library (which
used by foxypreviewer iirc), and both produce selectable PDF.
You might want to play with your PDF generator settings, paying
particular attention to font embedding. If you're using a font that is
not one of the base 14 PDF

are you sure it is not dependig on the pdf reader you are using?
Or simply because you have not selected the correct tool to select text?
Anyway I'm using Adobe Acrobat Reader DC.
In my tests with PDF generated by PDFCreator 2.5 and Microsoft print to PDF
(Windows 10 CU)
with and
Primo PDF creates text-selectable pdfs.

I went with the Eqeus PDF driver a few years back and have never
regretted it.
