I don't believe its possible to create a detail region greater than page
height.
One workaround would be to create your report cursor in a way where
detail records are duplicated (and numbered) and then use your detail
band to print out your records in chunks - one chunk for each section

I dunno. I did test the report listener
I just tried something: adding a 2nd detail band and moved the 2nd
picture into it, and this seems to work. Not sure it will work exactly
as needed for all cases though, but it's encouraging.
