What's the error message?
Are you using Win 10 to open it? Win 7? You need the winhelp system installed.

Doesn't the old .HLP/.CHM files have to reside on the local drive, not a
network drive?

Not a Windows Help file or the file is corrupt.
These open fine:
- FOXHELP.HLP
- FOXERROR.HLP
- and some WINDOWS help files
These give the error:
- RAID.HLP
- RAIDER.HLP
- FOXDOC.HLP
- COLRHELP.HLP
.HLP files don't work in recent versions of Windows, as the Help reader had
been "deprecated" (abandoned) by Microsoft, in favor of HTML Help.
Are you sure your .HLP file is corrupted, and it's not just a problem with
the viewer? What errors are you getting?
