This is a side effect of the logic to get faster database builds, which 
is affected when the version number is changed. So indeed 
data/CMakeLists.txt must be adjusted with the provided value


I've also submitted https://github.com/OSGeo/PROJ/pull/4330 to add the 
needed step in the release procedure.
