Juha,
go to Tools->Preferences->Defaults->Component and set them there. Tick the
permanent box to make the new settings active.

Every time I load netlist to PCB, ALL new components
have its Designator and Comment sizes 60mils and 10mils
by default, is it possible to have/set those values
30mils and 8mils by default when loading netlist and
there is a new component. How to do it?
