I had a look at my Client99SE.ini file and the Servers are listed.  The file
is less than 64K inn size.  But...
the first two sections have a strange looking header

D1$ATTR0$EFolder$STF|Folder
File200=DMSACCESS:$RPV:\Eng\   etc...

and

lder$STF|Folder
File200=DMSACCESS:$RPV:\Eng\   etc...


and the next one looks normal

[Servers]

So I cut the top two sections (which were very long, I suspect they were
list of Databases I had opened and closed).
Now Protel works again.

Yes, as others have said the there is a servers section in Client99SE.ini. 

What happened was the close file list in Client99SE.ini grows without bound
and if you are running Win95/98 anything more than the first 64kB of an ini
file is ignored - the server section gets pushed off the end. 

I don't know if this problem ever got fixed. 

If you are running WIn95/98 and Client99SE.ini is more than 64kB edit it
and delete some of the closed files.

Not this. Perhaps someone has a better idea what is happening, but at this 
point I would uninstall Protel, move all the *99SE.* files in the Windows 
directory to some other location, and reinstall Protel. If it works, one 
can then, if there is customization to be recovered, move the *99SE.* files 
back by halves -- keeping track of what has been put back in the most 
recent batch --- until the problem reappears. Proceeding like this, the bad 
initialization file, if any, may be found, and it might even be partially 
recoverable with a text editor If there is no serious customization, I 
wouldn't bother restoring the old files.

Sound like a re-install is necessary.  But before that you could look into 
the Client99se.ini file (in the windows directory) and see if there is 
anything strange with the list of servers.  You should be able to find a 
section like:

[Servers]

If not then there is definitely a problem.  Maybe there is some issue with 
writing the ini file to disk?

If you do do a reinstall, uninstall SP6 and the 99SE and then delete all 
the ini files in the windows directory that are relevant to P99SE (and the 
raf and cfg files) - or better still back them up somewhere else - they 
contain your customizations (especially the rcs files).

After the re-install don't forget to re-install SP6 again.
