I am having a difficult time using arcs in 99SE schematics. Once created they
are nearly impossible to move or change properties. I can only move them by
placing text nearby, selecting both and then moving the text. If I want to change
an arc it is easiest to delete and re-create.

In the past, to help grab edit SCHEMATIC arcs, I would temporarily set
the system grid to 1 disable the electrical grid.

degrees? It has to be 360 degrees, right? While multiples of 360 degrees
end at the start point, being 0
Summary: zero-length arcs (i.e. arc distance of zero) seem to be impossible
to create, and this is what I would expect. Zero-radius arcs show some
display problems. Zero-length track disappears without being deleted, and
this is a bug.

As far as I'm aware this is only a problem in Schematic if you attempt to draw a 360
degree arc using the Arc Drawing primitive.
There seems to be a problem when the arc start point coincides with its end point.
But if you want a complete circle use the Ellipse drawing primitive - it only
