If you just want to change to a specific layer, that is already on the bottom of the PCB window - there are 'file tabs' that will select any displayed layer directly. If you want to select the layer that a particular object is on, double clicking on that object will often cause the selected layer to change to that layer. (I'm not sure of the rules it uses as to which operations change the layer and which don't.)
