I just found the problem. if you have drag tracks selected when moving
componentsit disables the component snap. Feature or Bug or has it
been covered before and I didnt read the post?

Yesterday somehow my 99SE pcb lost the" snap component to cursor" feature.
I also noticed it lost the component grid snap while moving footprints. My
