[PEDA] PLD symbols in a schematic

I've got a small PLD in my design that I'd like to incorporate in the
schematic heirarchy directly. I have a schematic for my PLD design and a
P16r4 part symbol in my main schematic, but that leaves the PLD
schematic as separate (i.e., not in the schematic heirarchy). Is there a
way to represent the PLD schematic as a symbol that I can then create a
sheet symbol (or part symbol) from to paste into my schematic heirarcy?
I've tried create symbol from sheet but it gives me a symbol without
any ports.

On a related issue, I am also having trouble finding a particular
footprint that the Protel web site says exists. For the P16r4, the web
site says there are three valid footprints: DIP20, PLCC20, and FL20. I
cannot find the FL20, nor, for that matter, a manufacturer that claims
to offer that package for a 16r4 part. If anybody has some familiarity
with these parts, please educate me.
