There is a PADS to Protel translator available for download on the Protel
site. However, the other direction is not supported by Protel. As
mentioned, Router Solutions may be the only possibility.

Curtis,
I remember taking a pads PCB file into Protel 2.8. It required a Pads
ASCII file to load.
