I know I can do it by placing the components on a pcb first but that is very
cumbersome when you "just" want to save a whole library into ascii......

It's been stated recently, maybe even today. Place the parts on a PCB file
and export the file. In Protel 2.8 you can create a library from a PCB,
just like you can in later versions. I think you might be able to do the
same for schematic, but I'm not sure.

The schematic file format has not changed for a long time, I'm not sure,
but an ASCII save of a Protel 99SE schematic library might be directly
readable by Schematic 2.8.
