Anand,

If you are looking at a Mechanical Drawing for a Package, then the PLCS
stands for Places, and the BSC stands for BASIC (as in BASIC dimension).

Another one you may come across is TYP, which means Typical.

 meaning of these abbreviations that I came across on a Plastic Leaded
 Chip Carrier (PLCC) part description page on the XILINX website .
 The package being  PLCC-44.
