One really cute trick is to use Protel's PCB for front panels that are 
going to have
a PCB behind the panel, with switches, LEDs, LDCs, etc.  Then, the alignment
of the panel's holes and cutouts, and the labels all will line up with 
the PCB-mounted
components.  You could also export some of the PCB info in some file format
to a mechanical CAD package or art program, so the PCB locations could 
be used
as a guide for the panel labels.

I have a homemade laser photoplotter that I built for PCB prototype 
artwork, but
I also use it to make phototools to make panel labels.  I use some 
really expensive
stuff from VPC (US rep for Quick Mark) to make laminated.

I would recommend Draw 4 By Greenstreet.

It's inexpensive, easy to use, but surprisingly, has the necessary
horsepower when needed. You can set default templates -- I like a .1 grid
dot. Graphics will copy/paste nicely thru the clipboard.

I would consider it a Poor-Man's Corel Draw.

Autocad

you can use all the true type fonts and put the borders and junk
exactly where it is in the design
when the design changes the graphics move with the holes

buts it's a little hard to get the films made right
since most people in that business are mac shops
san jose blue
seems to know what buttons to push but they won't tell me

Autocad or almost any other real (not EDA) CAD program. Ability to
generate and edit splined-curves is nice. Fine snap control also. Much
better than freehand...

Honestly, the only major problems I have with Protel artwork are line
width and that their clumsy, antiquated spline-generator seems to have
been created by some 12-year old kid fresh out of elementary school.
