Protel does not restrict hole size to pad size, so, no, Protel does not 
complain. If there is an annular ring rule set, DRC will report such 
primitives.

As long as Specctra routes the board correctly, it should not be a major 
issue to globally edit the vias to appropriate values.

Hi Mike,
 
I have been working with importing Orcad files without any substantial problems, other 
than a situation where netlist labels were shifted off of the interconnecting lines on 
a schematic.  This took me a few hours to figure out as the shift was only by a few 
pixels on the screen, so it was hard to detect.  Once this problem was resolved I had 
no further problems with schematics.
 
The Orcad PCB's I have imported have had a few problems also, but no show stoppers.  
An unusual footprint didn't convert properly, but this was related to how it had been 
defined in Orcad.
 
Exporting to Orcad version 9.2 has been a problem however.  For some reason Orcad 
keeps reporting pin out of range and halts the importation.  We even tried a bare 
board without components and still got the same error.  This was a show stopper, and 
has not been resolved yet.
 
Translation was between Orcad 9.2 and Protel 99SE SP6.
