Protel doesn't keep any record of the dimensions you gave the board wizard when you started the board. If you want a solid ground plane, and don't have any through-hole parts, just use one of the internal plane layers - Protel doesn't care if you eventually tell the board shop to put that "internal plane" on the outside of the board. Note that the internal planes are plotted as negatives - anything you draw on them will result in missing copper on the board.
