I finally found the Utility on Altera's FTP site at:
ftp://ftp.altera.com/pub/utils/
I found it in an archive eau019.exe.

We had problems when Altera made die reduction efforts on the epm7032. After 3
different instances with issues we gave up and ported the design to the Atmel ATF1500A
(100% pin4pin equiv.) using an Atmel utility (pof2jed.exe)
