Yes, that's because you don't need them :-)
If you like to pull back the planes at the edges of the print (I allways do), place a track around the board. You are on a negative layer, so the planes will go as far as the universe reaches. I usually copy the Mech1 (Board Outline) to the mid layers and make all tracks (and arcs) 2mm wide if I want a pull-back of 1mm.
