Actually, the 99SE ASCII data structure is self-documenting and therefore 
quite easy to write. I'd skip the 2.8 step entirely. Just take an empty PCB 
and add the needed primitives to it. To see how to write a primitive 
record, place a primitive similar to what you want to write in that empty 
PCB and see what is added to the file (save all files in ASCII format using 
Save As).

The PCB 2.8 manual has a full and detailed file format specification in the
appendix.
There may be someone in  Deutschland that has a manual or someone could
photocopy/scan/fax the relevent pages.

Therefore we need to know how the Protel 2.8 ASCII File Format is structured
and how such PCB components like tracks and fills are described in that file
format.

Any information about that file format is welcome.
